The IPMU has been established as a society registered under the Societies Registration Act of India (Reg. No. - 27/2008-2009) in the name of Uttarakhand Urban Sector Development Agency (UUSDA) as an independent entity but under the overall regulatory control of the UDD.

The Society will function in terms of the Memorandum of Association and Rules and Regulations framed under it as annexed in Appendix-1A and Appendix-1B respectively. The IPMU will coordinate and monitor implementation of the program. It is vested with all administrative and financial powers needed to execute and guide implementation of the programs entrusted to it. The IPMU will also ensure compliance with the ADB loan covenants.
